Abstract

Within the scope of international cooperation the higher education system is facing dichotomy. For one thing, there are some financial, political and national obstacles which have caused unstable plight in every country. For another thing, international cooperation is seen as an objective necessity, hereof.

For enhancing the efficiency of academic programs the following article discusses the specialization of higher educational institutions and some theoretical issues concerning the development of regional cooperation by stage procession.

The article reviews joint and double diploma, student and faculty exchange, joint research regional and international programs in the context of the widely used specialization and cooperative theories of economics and economic geography.
