This article presents a methodological framework for evaluating talent management systems. The study aims to ensure the measurability of talent management effectiveness at the organizational level through the development and application of the TRVI (Talent → Result → Value Interaction) index. The analysis demonstrates that existing international indices primarily provide comparative assessments at the macro level but fail to ensure an integrated evaluation of talent management effectiveness at the organizational level. In this context, the TRVI index is proposed as a comprehensive tool for assessing talent management, with the potential to serve as a foundation for further development of index-based evaluation approaches. Within the scope of this study, the structural model of the TRVI index has been developed, its core components have been theoretically substantiated, and a weighted evaluation framework has been proposed. The resulting data-driven mechanism provides a scientific basis for analyzing and assessing indicators of talent management processes. This approach contributes to measuring effectiveness at the organizational level and supports evidence-based managerial decision-making.
