Abstract

The study examines the institution of administrative appeal, its significance within the system of out-of-court resolution of administrative-law disputes, and its relationship with judicial protection. The purpose of the research is to reveal the functional content of administrative appeal, its dual nature, and to assess the main factors affecting its effectiveness. The paper argues that administrative appeal serves not only as a means of protecting rights but also as a mechanism of internal administrative oversight within the system of public administration. The scientific novelty of the research lies in the theoretical substantiation of the dual function of the institution of administrative appeal and in the comprehensive assessment of its effectiveness from the perspective of ensuring a balance between efficiency and fairness. The findings may be applied in the process of improving administrative legislation, developing administrative practice, and enhancing the effectiveness of administrative bodies.
