EFFECTIVE MANAGEMENT MECHANISMS OF STATE PROPERTY

Abstract

During the period of market transformation in Armenia, the mechanisms of state economic regulation, as well as the spheres and scope of the state entrepreneurship, were altered. The state property management, being one of the most important functions of the state, has no coordinated conceptual, programmatic, legislative and normative unity. In the process of the effective regulation of the economy by the public administration bodies, the system of the most important legal relations acts the state property, so it is of primary importance to create conditions that ensure the effective management of the state property that is the basis of that property and the implementation of appropriate measures. Particularly, the author suggests increasing the state property privatization process by elaborating on the effectiveness of public sector commercial organizations by elaborating long-term financial-economic, investment strategic programs of non-commercial organizations with state-owned shares and by implementing a legislative amendment.
