In recent years, the RA administrative territorial reforms are perhaps the main and tangible changes in the local self-government system, as a result of which the capabilities of communities (human, financial, etc.) have increased and the level of efficiency of community resource management has improved.
The subject of this research is the evaluation of the impact of enlargement in the communities on the ratio of own and non-own incomes of the communities, the change of spending priorities in the communities, as well as the effectiveness of community management.
The object of the research is 2012-2022 of 19 municipalities enlarged in the relatively early stages of RA administrative territorial reforms. are budget reports.
The purpose of the research is to assess the impact of enlargement on the levels of income decentralization in 19 municipalities enlarged in the relatively early stages of RA administrative territorial reforms. The purpose of the study is also to estimate the proportions of expenditure on education and economic relations per capita in the communities with negative difference indicators of the change in the level of income decentralization after enlargement in the pre-and post-enlargement period.
The main novelty of the research is reflected in the confirmation of the hypothesis, which is aimed at justifying the possibility of providing local economic development in the conditions of the great dependence of the RA communities on the state budget, which was possible to implement within the framework of the research in the per capita wage fund, economic relations and education expenses in the RA communities. as a result of the combination.
