Abstract

The article touches upon the rules and conditions of Foreigners’ obtaining residence permit. The concept ‘’Foreign citizens’’ has been analyzed from legal–comparative standpoint, positing the fact that it concerns not only foreign-citizens but also stateless persons. The author discusses temporary, permanent and special conditions of residence by analyzing their legal issues and suggesting some solutions.
