QUALITY OF GOVERNANCE AS A PREREQUISITE FOR OVERCOMING STATE FRAGILITY

In the last decade, research on the state capacity has become very relevant. Researchers and policy makers are interested in the factors underlying the state capacity and the main directions for overcoming a fragile state. Experts use the State Fragility Index to determine the level of stability of different countries around the world. The article discusses the theoretical issues of a fragile state, presents the State Fragility Index with its 12 sub-indicators, as well as six main Worldwide Governance Indicators. Using econometric tools, the impact of Worldwide Governance Indicators on the State Fragility Index was assessed. It was found that four of the six Worldwide Governance Indicators have a significant impact on the State Fragility Index. The model showed that these four indicators explained 88 percent of the level of variation in the State Fragility Index. At the same time, the influence of indicators of Political Stability and Absence of Violence/Terrorism and Government Effectiveness is the greatest, therefore, when developing policies, it is especially necessary to implement programs that will lead to an increase in the assessment of these indicators.
